Visa Bulletin Mess Update: Rumors and Innuendo
HLG has confirmed that the CIS is not returning I-485 Applications back to those who filed I-485 during the first week of July. This is leading many to speculate that the CIS may reverse course and re-re-amend the July Visa Bulletin; whether the Visa Bulletin actually reopens remains to be seen. HLG normally refrains from commenting on rumors, but we have talked to several Washington insiders and believe that this is seriously being considered.
What does this mean for foreign nationals who planned on filing I-485s in July 2007?
HLG recommends that all foreign nationals who planned on filing I-485s in June take two actions:
Have your medical appointments completed. Medical appointments can back up quite quickly. Therefore we urge people to complete their medicals.
Send in your documents to HLG. HLG�s I-485 Step By Step Guide has a list of documents that we need for all I-485 filing. HLG will not begin preparing the I-485 at this time, but we still recommend that you send us all of the items on the list.

All,
I am about to send my passport renewal application to CGI Houston paying the Tatkal fee. As I am a consultant and will be traveling all week, I might not be home when the passport arrives. And so, I want CGI to send my renewed passport to my aunt's address.
Has anyone done this before? If so, is it sufficient if I send an self-addressed envelope with my aunt's address?

it is possible that SA 180 is merged with 187, as I read ( I can post) the Senate discussion verbatim and Senator Kennedy introduced SA187. And the CR record has these confusing.

You can walk with us for 2 miles or we can find a 5k (5k = 3.1 miles) for you
I know , I can not walk 10 miles (Army 10 miles, Washington DC)- forget running.:) Can I still be part of this?
I think, apart from running and walking 10 miles I am able to involve myself doing other expected activities. In my life time I have not walked 10 miles:)..Man, you guys are tough.

Kennedy's staff picked up something from their old files...like the original McCain-Kennedy bill of 2005 (the CIR before it hit the judiciary committee last year) that had the hard country cap and slapped it on Thomas against Session's amendment.
If you look at the text, its remarkably similar to the original McCain-Kennedy text (140K to 290K, hard country cap, recapture...all that. Even the description of the title).
They copy-pasted the text for skilled immigration from original McCain-Kennedy that was their brainchild, instead of copy-pasting it from S 2611 ES what had all the amendments from last year's senate CIR. But then again, copy-paste is very common on the Hill. Last year, Bill Frist copied the entire Judiciary Committee version and introduced it after deleting 2 titles related to Amnesty and guest-worker bill.
If this amendment had really passed, and if it had not been modified in the conference between house and senate and if hard cap had become a law, then this amendment would have done more harm than good.

Called my local congressman's office and left a voice message. Called the offices of Bob Menendez and Henry Cuellar. Rep. Menendez's staff noted down my message and said they will pass it on. Rep. Cuellar's staff mentioned that some of the contents of the bills are contradictory to the things that he supports and got into talking about comprehensive reform. I politely listened to him and reiterated my request, mentioning that his support was very important to get moving on immigration reform. Have to call the other members now. Seemed quite daunting initially However I will try to finish calling the other members as well. Do we still call the office of Ciro Rodriguez ? Going by the postings, they seem to be against the bills.

Browing through the text it seems that SA180 has immigration provisions. Some amendments are agreed to, some are withdrawn and the rest are in "submitted" state. SA180 is in submitted state. Does it mean voted down?

When we 50+ people send one neatly drafted letter...I am sure it will draw considerable attention. Ron is willing to help us. I am not sure if we need to hire him for this. I assume you all checked ur GC wait time - which probably gave u like 10yrs or 18 years from today. Are you expecting vertical spillover to put you on fast track lane?? say getting a GC in 2010? 2011?? 2012???
vertical spillover will only help EB3's that are very close to Visa Bulletin dates.
There are app 200k people waiting, changing how they allocate leftovers is not going to help 200k hungry people. What we need is more food (more Visa's).
I am awe'd by the shortsightedness of the solution being discussed in this thread. Do you really think vertical spillover is going to help an EB3 > jan 2006???
when we are ready to spend "X" $ on getting a law change for "vertical" spillover, why not spend "x+y" $ and put same effort and get a permanent solution - "Visa recapture" ???
Moreover the latter is certainly going to get you a bigger participation from EB community. Visa recapture will benefit the entire EB group and future applicants too.
I strongly urge you folks to think about these.

Surely they can support EB3 - they have the liberty to do so and it is perfectly right. In that case, EB2 should create their own platform to defend their interests... May be EB2 guys should think about it...In my opinion, everyone has the right in a democracy to work legally towards their goal / ambition . This is absolutely jutsified. It is not a sin. All that I am trying to say is that EB2 folks should be proactive and act before it is too late.
If EB3 were to race ahead of EB2 tomorrow, will they support EB2 or work for equitable distribution? How many amongst EB3 have used the Labor substitution to their advantage? Will they back out now? Let them touch their heart and answer this, instead of giving red dots :)

So far, there is no provision of 485 filing without priority date becoming current. Has this failed too? Just two weeks before Feb. 15th. I guess the fate of this provision is determined now.
It seems that nothing can happen before Feb. 15th. Even the H1 increase has not happened yet. Democrats do not seem to be immigration-friendly as many expected before. No hope for CIR this year. No hope for SKIL this year. What a miserable situation!
